About Westlake, Florida

Westlake is a master-planned city in Palm Beach County, Florida, and the county's 39th municipality. The City of Westlake was officially incorporated on June 22, 2016. Located in north-central Palm Beach County, the community sits on approximately 6.55 square miles and is one of the fastest-growing cities in South Florida.

The city was developed on former farmland known as the Seminole Improvement District (SID), which dates to the early 1960s. Minto Communities purchased roughly 3,800 acres in 2013 for $51 million and began building the Westlake master-planned community in 2014. Today, Minto continues to offer townhomes starting in the mid-$300s, single-family homes starting in the mid-$400s, and estate homes starting from the $700s.

In addition, GL Homes has acquired 192 acres in Westlake for a new development called Silver Lake, with plans for 1,000+ homes. Minto is also planning a new residential community called Sandglass on the west side of Seminole Pratt Whitney Road. A developer has also signaled interest in apartments on Town Center Parcel L.

Homebuyer Assistance — The HAPPY Program

The City of Westlake offers the HAPPY Program (Homebuyer Assistance Program), which provides financial assistance for first-time homebuyers purchasing new homes in Westlake. The program guidelines were updated in June 2026. The City and Westlake Community Foundation received the 2026 Housing Impact Award and were recognized as a "Housing Hero" by the Palm Beach County Housing Leadership Council. The Westlake Community Foundation also launched a $650K affordable housing grant program.

Parks, Recreation & Community Amenities

Westlake Adventure Park is the community's signature amenity, featuring a lagoon pool, tower water slide, BMX pump track, sports courts, and a playground. The Westlake Master HOA Fieldhouse is also in development, which will add additional indoor recreation space for residents.

Schools

A brand-new public elementary school is coming to Westlake: West Community Elementary School, a K-5 school scheduled to open in Fall 2027. A groundbreaking ceremony was held in April–May 2026, and principal Darline Winewski has been appointed to lead the school. It will serve the growing number of families moving into the community.

City Government & Public Services

Westlake is governed by a City Council led by Mayor JohnPaul O'Connor and Vice Mayor Greg Langowski. The City Manager is Odet Izquierdo. The City holds regular City Council meetings and Budget Workshops throughout the year. The Seminole Improvement District (SID) manages infrastructure and utility services in the area.

Public safety is provided by Palm Beach County Sheriff's Office District 18 and Palm Beach County Fire Rescue Station 22.
