Why Westlake Created the HAPPY Program
Westlake is a young city — incorporated in 2016 — and the HAPPY Program reflects its commitment to making homeownership accessible, not just for buyers who can easily afford a down payment, but especially for the teachers, first responders, and essential workers who serve the community every day. In 2024, the program was revamped to put a stronger focus on "heroes" — people in public service roles who work in and around Westlake.
That commitment has been recognized beyond the city's borders. The City of Westlake and the Westlake Community Foundation received the 2026 Housing Impact Award, and the HAPPY Program was named a "Housing Hero" by the Palm Beach County Housing Leadership Council in 2026.

Alongside the HAPPY Program, the Westlake Community Foundation launched a $650,000 affordable housing grant program. This initiative works hand-in-hand with the city's homebuyer assistance efforts to expand access to housing in Westlake for families at various income levels.
