But that's changing. In 2026, the City of Westlake approved its first apartment communities, bringing rental housing to a city that had none before.

Here's what's been approved, where it's going, and what residents and renters can expect.

The Avery at Westlake — 360 Units Approved

On August 4, 2026, the Westlake City Council voted 4-1 to approve the site plan for The Avery at Westlake — the city's first apartment community. The project, filed as site plan MP-2026-01, will bring 360 residential units to Westlake Town Center, the developing commercial core of the city.

The Avery is located near the future Town Center district — the same area where Walmart Supercenter, Lowe's Home Improvement, and a cluster of retail and dining businesses are taking shape. Placing apartments here puts future residents within walking or short driving distance of the city's main commercial hub.

The approval was a significant milestone for Westlake, which had previously been exclusively a homeownership community. The council's 4-1 vote reflected broad support for adding rental options, while acknowledging this is new territory for the young city.

Eastwind Development — Apartments on Kingfisher Blvd

A second apartment project — Eastwind Development Apartments — is also in the pipeline. Located in Westlake Town Center along Kingfisher Blvd, Eastwind adds another rental housing option to the emerging town center district.

Why Is Westlake Adding Apartments Now?

Westlake was incorporated in June 2016 and developed rapidly as a for-sale community. By 2026, the city has over 3,200 homes completed out of an approved master plan for roughly 6,500. As the community matures and its commercial district fills in, city leaders and the developer (Minto Communities) recognized the need to diversify the housing stock.

Apartments serve workers, young professionals, and households who prefer renting — and they help support the local retail businesses that need a strong residential base nearby. The Town Center location was chosen specifically to put rental residents close to shops, dining, and services.

Minto offers townhomes, single-family homes, and estate-style properties across several neighborhoods. Resale homes are also available in earlier phases like The Hammocks, The Groves, The Pines, The Estates, and The Meadows.

First-time homebuyers may also qualify for the HAPPY Program — Westlake's Homebuyer Assistance Program, which helps cover down payment and closing costs on a new home in the city. Guidelines were updated in June 2026.
