What Is Westlake, Florida?

Westlake is a planned family community and the 39th municipality in Palm Beach County, Florida. The city was officially incorporated on June 22, 2016, making it one of the newest cities in the state. Before that, the land was farmland governed by the Seminole Improvement District (SID) — a legacy infrastructure body that still manages utilities and common infrastructure for the community today.

Minto Communities purchased approximately 3,800 acres in September 2013 for $51 million and began building what has become a fast-growing, master-planned city. By 2025, the city's estimated population had grown to around 9,042 — up from just 906 at the 2020 Census.

City Government

Westlake is governed by a Council-Manager form of government. As of mid-2026, the City Council is:

Both Mayor O'Connor and Vice Mayor Langowski were honored with the 2026 Home Rule Hero Award from the Florida League of Cities. Mayor O'Connor also serves as President of the Palm Beach County League of Cities.

A new permanent City Hall is in the works. In May 2026, the City acquired a 4.6-acre parcel at the corner of Persimmon Blvd West and Ilex Way for a permanent facility — a milestone for a city that has operated from temporary offices since incorporation.

City Council Meetings

Regular City Council meetings are held at 6:00 PM on the first Tuesday of each month at The Lodge at Westlake Adventure Park, 5490 Kingfisher Blvd. Westlake Pulse publishes meeting agendas and minutes as they become available.

Community Amenities & Parks

Westlake was designed as a resort-style community with recreation built in from the start. The flagship amenity is Westlake Adventure Park at 5490 Kingfisher Blvd — a $22 million facility that includes a lagoon pool with water slide, splash pad, lap pool, BMX pump park, lighted basketball courts, bocce ball, a concert pavilion, and The Lodge event space.

A new Westlake Fieldhouse is planned for the Pines neighborhood, with construction expected to begin in fall 2026 and completion targeted for fall 2027. It will include a multi-purpose building, coffee bar, covered toddler play area, open sports fields, and a dog park.

Homebuyer Assistance — The HAPPY Program

The City of Westlake administers the HAPPY Program (Homebuyer Assistance Program for Potential Yearlong homeowners), which helps eligible first-time buyers cover down payment and closing costs on a new home in Westlake. Guidelines were updated in June 2026. The City and the Westlake Community Foundation received the 2026 Housing Impact Award from the Palm Beach County Housing Leadership Council for this program.

City Budget

The City of Westlake released its FY2027 Proposed Budget in July 2026. Notably, Westlake has cut its millage (tax) rate for four consecutive years — a significant accomplishment for a fast-growing young city still building out its infrastructure.
