Westlake, Florida is Palm Beach County's 39th municipality — a master-planned city incorporated on June 22, 2016. Built on roughly 3,800 acres of former farmland in north-central Palm Beach County, Westlake has grown quickly from a development vision into a fully functioning city with its own government, schools, parks, and commercial district.

About the City

Westlake sits on approximately 6.55 square miles in north-central Palm Beach County. The land was formerly part of the Seminole Improvement District (SID), an agricultural drainage district that dates to the early 1960s. In 2013, Minto Communities purchased roughly 3,800 acres for $51 million and began developing the Westlake master-planned community in 2014.

The city's master plan has been approved for approximately 6,500 homes at full buildout — with more than 3,200 already completed. It also includes over two million square feet of approved commercial development. Westlake is one of the fastest-growing communities in South Florida.

City Government

Westlake is governed by an elected City Council. As of 2026:

City Hall is currently located at 4001 Seminole Pratt Whitney Rd., Westlake, FL 33470. A permanent City Hall facility is planned at Persimmon Blvd West and Ilex Way — the city acquired the 4.6-acre parcel from Minto in May 2026.

City Council regular meetings are held at 6:00 PM on the first Tuesday of each month at The Lodge at Westlake Adventure Park, 5490 Kingfisher Blvd.

Homes & Neighborhoods

Westlake is a new-construction city. Minto Communities remains the master developer, offering townhomes starting in the mid-$300s, single-family homes from the mid-$400s, and estate homes from the $700s. GL Homes acquired 192 acres in Westlake in 2026 for Silver Lake — a new community of 1,000+ homes — bringing a second major builder to the city.

Cresswind Palm Beach at Westlake, built by Kolter Homes, is the city's 55+ active-adult community (~800 homes). Several earlier Minto neighborhoods — The Hammocks, The Groves, The Pines, The Estates, The Meadows — are now mostly resale.

Homebuyer Assistance — The HAPPY Program

The City of Westlake offers the HAPPY Program (Homebuyer Assistance Program) for first-time homebuyers purchasing a new home in Westlake. The program helps cover down payment and closing costs. Guidelines were updated in June 2026, and the program has seen a surge in applications. The city and Westlake Community Foundation have received the 2026 Housing Impact Award from the Palm Beach County Housing Leadership Council.

Parks, Recreation & Amenities

Westlake's flagship community amenity is Westlake Adventure Park — a $22 million facility at 5490 Kingfisher Blvd featuring a resort-style lagoon pool with a tower slide, splash pad, adult lap pool, BMX pump park, lighted basketball courts, bocce ball courts, a concert pavilion, food truck court, and The Lodge event space.

A second community amenity — the Westlake Fieldhouse — is coming to the Pines neighborhood. The six-acre recreational space includes a multi-purpose building, coffee bar, covered toddler play area, open sports fields, and a relocated dog park. Construction is expected to begin fall 2026, with completion in fall 2027.
