City Council regular meetings are held at 6:00 PM on the first Tuesday of each month at The Lodge at Westlake Adventure Park, 5490 Kingfisher Blvd — not at the City Hall address above. Check the Westlake Pulse meetings page for the current schedule and agendas.

A New Permanent City Hall Is Coming

Westlake is a young city — incorporated in June 2016 — and it has been operating out of temporary administrative offices while the community grows. That's about to change.

In May 2026, the City of Westlake acquired a 4.6-acre parcel from Minto Communities for its future permanent City Hall. The site is located at the corner of Persimmon Blvd West and Ilex Way — in the heart of the Westlake community, close to homes and the commercial district.

The permanent facility is tracked as an active project on Westlake Pulse. As planning and permitting advance, updates will appear on the Development Tracker.

Who Runs the City of Westlake?

Westlake is governed by an elected City Council. As of mid-2026:

Both Mayor O'Connor and Vice Mayor Langowski were honored with the 2026 Home Rule Hero Award from the Florida League of Cities — a recognition of their advocacy for local government. Mayor O'Connor was also installed as President of the Palm Beach County League of Cities in May 2026.

City Boards & Advisory Commissions

Beyond the City Council, residents can participate in Westlake's public advisory boards:

Board vacancies are posted on the city's official website. Residents are encouraged to apply and get involved.

Public Safety & Services

Westlake contracts several Palm Beach County agencies for key services:

City Budget — FY 2027

The City of Westlake released its FY2027 Proposed Budget in July 2026. A City Council Budget Workshop was held on June 30, 2026, and a second workshop on July 14, 2026. The full council meeting to consider the budget is scheduled for July 16, 2026.

Westlake has cut its millage (tax) rate for four consecutive years — a notable accomplishment for a fast-growing young city still building out its infrastructure and service base.

You can read the budget documents in the Westlake Pulse public records library.

Homebuyer Assistance — The HAPPY Program

The City of Westlake administers the HAPPY Program (Homebuyer Assistance Program), which helps first-time homebuyers cover down payment and closing costs on a new home in Westlake. Guidelines were updated in June 2026. The city and the Westlake Community Foundation received the 2026 Housing Impact Award from the Palm Beach County Housing Leadership Council for this initiative.
